According to reports, the decision to appoint a new governor was made at an Iranian Cabinet of Ministers meeting.

Reza Rahmani was born in Tabriz and holds the nationality of Azerbaijani Turk. He received a doctorate in management from the University of Industry and Mining and served as Tabriz's representative in the Iranian parliament.

Rahmani was Minister of Industry, Mines, and Trade in the administration of former Iranian President Hassan Rouhani. The Azerbaijani politician also held the positions of Deputy Minister of Industry, Mining, and Trade and Chairman of the Board of Directors of the National Copper Industry Company.

It should be noted that following the appointment of Mohammad Sadiq Motamedia, the former governor of Tehran province and a Kurdish national, the appointment of the governor of West Azerbaijan was delayed several times.

Governors were appointed three times in two months, but they only remained in office for a short time. This occurred as a result of the provocative actions of Kurdish MPs and supporters sent to Iran's parliament from West Azerbaijan province.

Kurdish MPs, Kurdish groups claiming land in West Azerbaijan province, and political supporters attempted to appoint a Kurdish governor.

This sparked protests from the Turkish population and several Turkish MPs, and the matter was debated in the Iranian parliament.
