Alirza Avsar, Atakan's father, shared information about the situation:

"Our son was born two years and six months ago in Istanbul, Turkey, and we named him Atakan. We were working in Istanbul when our son was born, and upon our request, the Turkish government issued him a red-covered passport bearing the same name as his birth certificate, which was issued by the hospital. The officials at the Iranian consulate in Istanbul told us, "Atakan is a foreign name, you can not choose it, go choose an Iranian name!" when we went there to obtain a birth certificate. Despite our persistent efforts, they refused to accept this name. "This name is a Turkish name and is prohibited. We will not give him a birth certificate; go and choose an "Azeri" name!" was what we were told at Qazvin's registration office. We have had numerous issues as a result of our child's lack of documentation. Instead of vaccinating our son, the health centers recommend that he apply to the Department of Foreign Citizens and Immigration because he is a foreign national.

It should be remembered that the Tabriz civil status acts registration department eventually granted "Atakhan" a birth certificate after refusing to issue one to "Atakan Chuvpani" for four years.
