Referring to resistance from specific movements against teaching the Turkish language in schools, Novin urged the Minister of Guidance to support the implementation of Article 15 of the Constitution and fulfill the ministry’s legal duties by promoting Turkish language education.
Hassan Rouhani promised to establish a “Turkish Language Academy” in Azerbaijan during his 2013 presidential campaign. However, after Rouhani became president, this promise was not fulfilled. Instead, in 2015, a center titled the “Azerbaijani Culture, Art, and Literature Foundation” was opened in Tabriz. Yet from the outset, the foundation suffered from budget cuts and now exists only in name.
After the resignation of the foundation’s head, Abolfazl AliMohammadi, he shared his views on its state.
“Unfortunately, contrary to its name, the Azerbaijani Culture and Literature Foundation lacks any structure capable of fulfilling its expected mission. An institution with such high expectations should at least have a proper framework, even on paper, but the foundation does not. In early 2023, I spent three months trying to establish this structure. I undertook some efforts that ultimately proved unsuccessful and unproductive. I am not a hasty person, but I saw no promising future or solid foundation to improve the foundation’s condition. That is why I resigned—perhaps someone with more capacity could achieve more effective results.”
