NGOs: At least 1,639 executions carried out in Iran in 2025

Human rights organizations report that Iran executed no fewer than 1,639 people in 2025, marking the highest annual total since 1989.

The groups warn that following the January protests and the conflict involving Israel and the United States, Tehran may expand its use of the death penalty.

According to a joint report by Norway-based Iran Human Rights and the Paris-based Together Against the Death Penalty, the figure represents a 68% rise compared to the 975 executions recorded in 2024.

The report cautions that if the Islamic Republic weathers the current crisis, there is a significant risk that executions will be used even more broadly as a means of repression and control.

It also notes that 48 women were among those executed.

The organizations say the sharp increase suggests that capital punishment is increasingly being used as a tool to intimidate and maintain authority.
