در پی انفجار دفتر نخست وزیری(8 شهریور 1360) توسط کشمیری از اعضای سازمان مجاهدین خلق، که منجر به شهادت رجائی(رئیس جمهور وقت) و باهنر(نخست وزیر وقت) شد، عده ای از جمله سيدرضا زواره اي و لاجوردی، چند تن از شخصیت های سیاسی مخالف خود نظیر بهزادنبوی، خسرو تهرانی (رئيس اداره اطلاعات نخست وزيري) و سعید حجاریان کاشی(سعید مظفری) از دست اندرکاران اداره اطلاعات نخست وزیری را به دست داشتن در این جنایت متهم کردند!

بهزاد نبوي در اين خصوص مي گويد: «این خیلی جالب است. بحث انفجار نخست‌وزیری را در مرحله اول به بنده منتسب كردند و در مرحله بعد نیز خواستند سازمان را به همراه من در پرونده، شریك و ذینفع كنند... تا خیلی جاها هم پیش رفتند. علیرغم اینكه امام رحمه‌الله علیه در سال 1364 و یا 1365 بر اساس گزارش رئیس قوه قضائیه وقت، آقای «موسوی‌اردبیلی»، دادستان كل كشور و دادستان انقلاب اسلامی، آقای «رئیسی» كه در یك جلسه، هر سه به حضور امام (ره) رسیدند. در آنجا گزارش پرونده را پس از بازجویی‌های مفصل از تمام افرادی كه در این زمینه متهم بودند، انجام داده بودند. گزارش نتایج را به ایشان ارائه دادند. ایشان دستور مختومه شدن پرونده را به دلیل عدم وقوع بزه صادر كردند و حتی دستور دادند كسانی كه در این پرونده سازی شركت داشته‌اند، تحت پیگرد قرار بگیرند؛ تا اینكه معلوم شود، این افراد از كجا آمده‌اند و چرا علیه خدمتگزاران انقلاب و نظام، پرونده‌سازی می‌كنند، كه البته این كار هرگز انجام نشد...»(1)

در واقع چند ساعت بعد از انفجار نخست وزیری، شايعه دخالت بهزاد نبوي در این حادثه به شكل گسترده ای در حزب جمهوري(شاخه اصفهان) پخش شد. حجم این شایعات چنان گسترده بود که هاشمی رفسنجانی و مهدوی کنی برای خنثی کردن آن، در خطبه های نماز جمعه به دفاع از نبوی پرداختند.

نبوي در نامه 1371/2/5 خود خطاب به هاشمي رفسنجاني رئيس جمهور وقت، در این باره نوشته است: "يقيناً به خاطر داريد كه بلافاصله پس از شهادت رجايي، باهنر، همين گروه همزبان و همسو با ضد انقلاب شركت اينجانب را در قتل آن بزرگواران آنچنان گسترده و سريع شايع كردند كه جنابعالي و آيت الله مهدوي كني ناچار شديد در خطبه هاي نماز جمعه با ذكر نام از حقير دفاع و آن جريان را «ترور شخصيت» اعلام كنيد.
