Kazakhstan's new Constitution enters into force.

Kazakhstan's new Constitution officially entered into force on July 1. The constitutional amendments were approved by voters in a nationwide referendum held in March this year.

Under the new Constitution, the Kazakh language has been designated as the country's sole official language. Russian retains its status only as a language of administrative communication. In addition, Kazakh identity has been enshrined in the Constitution as a traditional value, while the activities of foreign organizations and foundations will be restricted.

The bicameral parliament has been abolished and replaced by a unicameral legislative body called the Qurultay. The presidential term has been changed to a single, non-renewable seven-year term. The office of vice president, which was abolished in 1995, has also been reinstated.

In addition, a new advisory body, the People's Council, consisting of 164 members appointed by the president, will be established.

Kazakh President Kassym-Jomart Tokayev said that the Qurultay, as the country's highest legislative body, "must ensure continuity in all areas, institutional stability, the preservation of traditions, and the development of a distinctive parliamentary culture."

According to Tokayev, the primary goal of the new parliament is to build a just Kazakhstan that provides equal opportunities for all citizens.
